PDF Merge & Organize is a free, browser-based tool that combines multiple PDF files into one and lets you reorder, rotate, and delete individual pages before saving. You drag-and-drop PDFs, rearrange the page grid, rotate pages in 90° steps, and download a single merged PDF. Everything runs locally in your browser using pdf-lib and pdf.js — your files are never uploaded, and there is no signup.
How to use PDF Merge & Organize
- Drop your PDF files onto the upload area, or click browse to select them (PDFs only, up to 100 MB and 500 pages each).
- Wait for the page thumbnails to render — every page from every file appears in a single grid.
- Reorder pages by dragging them (or use the arrow buttons), click the rotate button to turn a page 90°, and use the delete button to remove pages you don't want.
- Click any thumbnail to open a full-page preview if you need a closer look before merging.
- Leave 'Compress output' checked to write a smaller file, or uncheck it to skip object-stream compression.
- Click 'Merge & Download' to save the result as a single merged.pdf file.

- Yes. Each page shows as a thumbnail you can drag to reorder (or nudge with arrow buttons), rotate in 90° increments, or delete. The pages from all your files combine into one grid you can arrange freely before downloading.
- Does it open password-protected or encrypted PDFs?
- No. Encrypted or password-protected PDFs can't be opened — remove the password in your PDF viewer first, then merge the unlocked file here.
- What does the 'Compress output' option do?
- It saves the merged PDF using object streams, which produces a smaller file. Uncheck it if you need a more compatible, uncompressed structure; either way the output downloads as merged.pdf.
